Ministry of External Affairs Recruitment 2025 – Policy Specialist (MER Division)

The Ministry of External Affairs (MEA), Government of India, has released an official recruitment notification for the engagement of Policy Specialists in the Multilateral Economic Relations (MER) Division. Remuneration and Benefits

The engagement is strictly contractual and does not confer any status or benefits of regular government employment.
  • Monthly Remuneration: Commensurate with experience and profile, subject to a maximum of ₹2.25 lakh per month (per consultant), with applicable tax deductions.
  • The consolidated consultancy fee will remain unchanged during the entire period of engagement.
  • No entitlement to Provident Fund, Pension, Gratuity, Medical Facilities, Seniority, Promotion, or any other benefits available to regular MEA employees.
  • House Rent Allowance (HRA) is not admissible.
  • Travel, accommodation, and per-diem expenses for official duties will be borne by the Ministry as per applicable guidelines.

Nature of Duties and Responsibilities

  • Attachment to dedicated BRICS Working Groups such as Trade, Industry, Finance, Agriculture, Energy, Environment, ICT, and Labour.
  • Preparation of concept notes, analytical notes, and background documents for India’s forthcoming BRICS Chairship.
  • Drafting of outcome documents for BRICS meetings and assisting in negotiations, including live drafting during meetings.
  • Preparation of presentations, interventions, position papers, and content for media and official websites.
  • Coordination with BRICS countries, international organizations, line ministries, think tanks, and invited countries.
  • Research and documentation related to BRICS, assessment of country positions, and monitoring progress of discussions.
  • Any other task assigned by the Head of the Division.

Eligibility Criteria

  • Applicant must be an Indian national.
  • Educational Qualification: Master’s degree or higher from a reputed Indian or international institution in fields such as Economics, Development Cooperation, International Relations, International Law, International Development, Strategic Studies, Public Administration, International Trade, Environment and Climate, Agriculture, Labour Economics, Energy, Health, Disaster Management, or Anti-Corruption.
  • Minimum of three years’ experience in multilateral work with UN agencies, international organizations, consultancy organizations, or Government of India as a Consultant or Advisor.
  • Preference will be given to candidates with experience in international meetings.
  • Strong analytical, drafting, policy formulation, advocacy, and negotiation skills are required.
  • Proficiency in computer applications such as MS Word, Excel, and PowerPoint is mandatory.

Age Limit

The applicant should not be more than 40 years of age as on the last date of submission of the application.

Working Hours and Leave Policy

  • Normal working hours are from 09:00 AM to 05:30 PM.
  • Saturdays and Sundays are weekly offs. However, the consultant may be required to work beyond office hours or on holidays in exigencies, without any additional remuneration.
  • Paid leave is admissible at the rate of 1.5 days for each completed month of service.
  • Leave cannot exceed 10 days at a time and cannot be accumulated beyond a calendar year. Leave encashment is not permissible.
  • Absence beyond entitled leave will result in proportionate deduction from remuneration.
