Application Process (OTR-Based, Four Stages)

  1. One Time Registration (OTR): It is mandatory to complete OTR and obtain an OTR Number before applying. Candidates who do not have an OTR number must obtain it from the OTR web-portal before the submission window.
  2. Online Application (Authenticate with OTR): After OTR, proceed to “Apply” on the Commission’s website. Authentication is done via OTR (OTP on registered mobile/email or OTR password). Personal details from OTR auto-populate; the candidate fills only the essential qualification details and chooses Yes/No against preferential qualifications.
  3. Fee Payment (SBI MOPS): Pay the category-wise fee using Net Banking, Card Payments, or Other Payment Modes. Take a print of the Payment Transaction Slip. If payment fails, log in to the Candidate Dashboard and complete “Pending Payment”.
  4. Final Submission & Print: After payment, the final application form becomes available. Take a print and safely preserve it. If required, candidates may modify qualification entries once within the correction window. Preserve proofs of every stage (OTR, fee, submission, correction) in soft/hard copy.
  • Online application alone is not sufficient. Hard copy of the online application with self-attested documents must reach the Commission’s office by the specified last date and time.
  • Use the auto-filled address slip from the Candidate Dashboard; paste it on an A-4 size envelope.
  • Send one candidate’s application and documents in one envelope only; multiple candidates in a single envelope will be rejected.
  • If address slip is not pasted, candidature may be cancelled.
  • Candidates must frequently check the Commission’s website and their OTR-linked mobile/email for updates.

General Eligibility & Age

  • Essential qualification(s) must be possessed by the last date of receipt of online application.
  • Knowledge of Hindi in Devanagari script is essential (where specified).
  • Age calculation date (unless specified otherwise): 1 July 2025.
  • Upper age relaxation (as per rules): SC/ST/OBC of U.P., Skilled Players of classified games (Group B & C posts only), State Govt employees/Teachers of U.P., Ex-Servicemen (3 years + service rendered), Persons with Disabilities (up to 15 years where applicable).

Only High School (or equivalent) certificate will be treated valid for proof of age.

Reservation & Certificates

  • Reservation is as per U.P. Government rules. Only U.P. domiciled candidates are eligible for reservation benefits under SC, ST, OBC, EWS, Dependents of Freedom Fighters, Persons with Disabilities, and Ex-Servicemen categories.
  • SC/ST/OBC certificates must be in the prescribed format issued by District Magistrate/Additional District Magistrate (Executive)/City Magistrate/SDM/Tehsildar as per Government Order dated 22 October 2008.
  • EWS reservation is admissible as per relevant Government Orders; candidates must submit the prescribed EWS certificate/declarations in the formats annexed with the advertisement (where applicable).
  • In case of women candidates, the caste certificate issued from father’s side will be treated valid.
  • Candidates of reserved categories may be adjusted against UR vacancies in final selection only if they have not availed any relaxation/concession in qualifying standards at screening stages.
  • PH (Persons with Disabilities) candidates must submit certificates in the prescribed Form-II / Form-III / Form-IV as applicable, issued by the competent Medical Authority/Board.

Those claiming more than one reservation benefit will be granted only the most beneficial one. Non-U.P. domiciled candidates (SC/ST/OBC/PH/Ex-Servicemen/Dependents of Freedom Fighters) are not entitled to reservation in U.P.

Selection Process & Examination Instructions

  • If the number of applicants is large, the Commission may hold a screening test (Objective Type).
  • Negative Marking: For each wrong answer, one-third (0.33) of the marks assigned to that question will be deducted as penalty. If more than one answer is marked, it will be treated as wrong. If a question is left blank, no penalty applies.
  • Candidates must correctly fill all information on the OMR Answer Sheet by blackening the appropriate circles. Use of whitener, blade, pin, or rubber etc. on OMR is prohibited.
  • Minimum educational qualification alone does not entitle a candidate to be called for interview. Shortlisted candidates will be informed for interview and document verification; original certificates must be produced.
  • Candidates serving under Central/State Government must produce a “No Objection Certificate” at the time of interview.
  • UPPSC Examination (Prevention of Unfair Means) Act, 2024 (dated 06 August 2024) is applicable. Malpractice/indiscipline/canvassing may lead to cancellation, debarment from the current and future selections, and legal action.

Submission of forged documents/misrepresentation may lead to cancellation of candidature, debarment (up to five years or as specified), and action under relevant provisions of law.

Documents & Hard Copy Submission

  • After online submission, send self-attested photocopies of all required academic/claim-supporting documents along with the printout of the online form by the stipulated last date/time.
  • Paste the auto-filled address slip (download from Candidate Dashboard) on the A-4 size envelope.
  • For multiple posts, send separate applications and documents in separate envelopes.
  • If original documents are not presented at verification, the candidate may be required to submit them within the period decided by the Commission; failure to do so will result in cancellation of candidature.
Any change in personal details must first be synchronized in OTR; otherwise, corrections will not be allowed. Requests for change in qualification/category after receipt in Commission will not be entertained.
