Application Process

Eligibility Criteria

A. Educational Qualification

Level-2 (Group ‘C’)
  • 12th pass or its equivalent with 50% marks in aggregate. (The requirement of 50% marks is not mandatory for SC/ST, PwBD, Ex-Servicemen, and candidates possessing higher qualifications.)
  • OR Matriculation (10th Pass) / SSLC plus ITI in relevant trade (Recognized by NCVT/SCVT).
  • OR Matriculation (10th Pass) / SSLC plus Course Completed Act Apprenticeship in relevant trade.
Level-1 (Erstwhile Group ‘D’) Matriculation (10th Pass) OR ITI or its equivalent OR National Apprenticeship Certificate (NAC) granted by NCVT.

B. Scouting / Guiding Qualifications (for both Levels)

  • President Scout / Guide / Rover / Ranger or Himalayan Wood Badge (HWB) holder in any section.
  • Must have been an active member of a Scouts/Guides organization for the last 5 years. A prescribed "Certificate of Activeness" must be provided (format available on the NER website).
  • Must have attended two events at National Level or All Indian Railways Level AND two events at State Level.
  • Candidates holding provisional certificates of President Scout/Guide/Rover/Ranger or HWB are provisionally allowed to participate; their appointment will be finalized as per Railway Board’s instructions.

Selection Process and Recruitment Procedure

The eligible candidates will be assessed through the following stages of selection:

A. Written Examination – 60 Marks

  • Separate Computer-Based Tests (CBT) will be conducted for Level-2 and Level-1 posts.
  • The written test will have 40 objective type questions (40 marks) and 1 essay type question (20 marks) related to Scouts and Guides organization, its activities, and General Knowledge.
  • Each correct answer in objective part: +1 mark.
  • Incorrect answer: −⅓ mark deduction. (No negative marking for essay question.)
  • Minimum qualifying marks in written test: 40% for all candidates.

B. Marks on Certificates – 40 Marks

  • Separate written exams will be held for Level-2 and Level-1 posts.
  • Based on performance in written exam, candidates up to five times the number of vacancies will be called for Document Verification.
  • Certificates must be issued on or before the last date of online application.
  • Final empanelment will be prepared in order of merit, combining written test and certificate marks.

  • Scouting for Boys / Guiding for Girls in India.
  • Understanding National and Scouting Flags.
  • Participation in National Jamboree, Indian Railway Jamborette, and Jamboree on the Air.
  • Community Service and Social Work at various occasions.
  • Hiking, Proficiency Badges, and the process of earning them.
  • Thinking Day, Progressive Training of Scouts/Guides/Rovers/Rangers.
  • Pioneering, Handicrafts, and Specialized Skills.
  • National Training Centers, WAGGGS / WOSM, Award Competitions, Prime Minister’s Shield.
  • Community Development Programs and how Scouting helps create better citizens.

General Conditions

  • Before applying, candidates must ensure that they fulfill all eligibility norms. Educational or Scouting/Guiding qualifications acquired after the closing date will not be considered.
  • Only those candidates whose applications satisfy all eligibility conditions will be called for the written examination.
  • Candidates giving false information or suppressing facts will be disqualified and are liable for debarment and legal action. Impersonation or fraud attempts will result in permanent disqualification from future Railway recruitments.
  • Selected candidates must undergo and pass the prescribed medical examination conducted by Railway Administration before appointment.
  • Mere selection or recommendation does not confer any right for appointment in Railways.
  • Candidates belonging to SC and ST communities will be issued a Second Class Free Railway Journey Pass from the nearest Railway Station for appearing in the recruitment process at any stage.
  • Candidates appointed to the category of clerks under this quota must acquire typing proficiency within two years from the date of appointment. Failure to do so will lead to termination of services without any extension.

  • In case of discrepancy between English and Hindi versions of this Employment Notice, the English version shall be treated as final.
  • The decision of RRC/North Eastern Railway in all matters related to eligibility, acceptance or rejection of applications, issue of free journey passes, penalties for false information, mode of selection, examination conduct, and allotment of centers will be final and binding on candidates.
