Employment Type: Contractual (Full-Time)

Monthly Remuneration: Rs. 75,000 per month

Annual Increment: Rs. 3,000 per year (subject to satisfactory performance)

Eligibility Criteria – Qualification & Experience

1. Agriculture & Allied Sector

  • Bachelor’s & Master’s Degree in Agriculture / Horticulture / Veterinary Science / Fisheries or related discipline from a recognized university.
  • Minimum 6 years of experience in agricultural or allied sector project implementation, value-chain development, or rural development programs.
  • Familiarity with government schemes and field-level coordination.
  • Working experience in North-East region.

2. Tourism

  • Degree in Tourism Management / Hospitality / Geography or related field from recognized university.
  • 3–5 years experience in tourism planning, destination development, or tour & travel activities.
  • Experience with stakeholder coordination and project documentation.
  • Working experience in North-East region.

3. Health

  • Master’s Degree in Public Health / Health Administration / Community Medicine / Nursing or related field.
  • 3–5 years experience in health sector program management, monitoring, or implementation.
  • Knowledge of public health systems, health indicators, and government health schemes.
  • Experience in stakeholder coordination, data analysis, and report preparation.
  • Working experience in North-East region.

4. Education

  • Master’s Degree in Education / Educational Planning / Social Sciences / Public Policy or related field.
  • 3–5 years experience in education sector programs, school or higher education reforms, or skill development initiatives.
  • Familiarity with education policies, institutional frameworks, and sectoral indicators.
  • Experience in research, documentation, and coordination with state education departments or institutions.
  • Working experience in North-East region.

5. Industry and Logistics

  • Degree/Master’s in Economics / Commerce / International Business / MBA or related field.
  • 3–5 years experience in export promotion, trade facilitation, value-chain analysis, or market linking.
  • Knowledge of industry clusters, product development, and trade policies.
  • Working experience in North-East region.

6. Planning Sector

  • Master’s Degree in Economics / Statistics / Mathematics / Public Policy or related fields.
  • 3–5 years experience in economic planning, formulation of developmental schemes/projects and analysis of schemes/projects.
  • Strong skills in computer applications, data analysis and policy research.
  • Experience working with Central/State Government departments.
  • Familiarity with issues, geography and development priorities of the North Eastern Region.
  • Ability to prepare notes, briefs and presentations for senior decision-makers.

Selection Process

  1. Shortlisting of candidates based on eligibility criteria.
  2. Skill Test at NEC Secretariat, Shillong.
  3. Interview at NEC Secretariat, Shillong.
  4. Final decision by Secretary, NEC.
  5. Selected candidates must sign a contract agreement with NEC.

Period of Engagement

  • Initial engagement period: 2 years.
  • Extension: Year-to-year basis subject to functional requirement, performance appraisal and medical fitness.
  • Maximum of 3 extensions permitted.

General Terms & Conditions

  • Engagement is purely contractual in nature.
  • No claim for absorption to any post in NEC Secretariat.
  • Engagement may be cancelled at any time without assigning reason.
  • Full-time basis; no other assignment permitted.
  • 8 days casual leave admissible.
  • Maternity leave governed by Maternity Benefit (Amendment) Act, 2017.
  • TA/DA governed by Central Government rules applicable to Group ‘B’ staff.
  • Consultant responsible for own accommodation.
  • Consultant must arrange own health and life insurance.
  • Medical fitness certificate may be required before joining.
  • Police verification mandatory as per MHA guidelines.
  • Intellectual property created during contract belongs to NEC.
  • No compensation in case of death, injury or illness attributable to official duties.
  • Decision of Secretary, NEC shall be final and binding.
  • NEC reserves the right to accept or reject any or all applications without assigning reason.
