Eligibility Criteria and Job Descriptions

1. Content Writer (सामग्री लेखक)

  • Educational Qualification: Master’s Degree in Journalism / Mass Communication / English / Public Relations.
  • Work Experience: 2 – 5 years of proven experience in content writing preferably for government departments, public sector or reputed media agencies.
  • Skills Required:
    • Excellent command of English and Hindi (spoken and written).
    • Strong writing, editing, and proofreading skills with attention to detail.
    • Ability to write for diverse formats and audiences (technical, policy, public).
    • Familiarity with government schemes and policies in the mining/mineral sector is desirable.
    • Basic knowledge of content management systems and social media platforms.
    • Ability to create visually appealing PowerPoint presentations and infographics.
    • Experience in writing short-form content for social media (Twitter / X, LinkedIn, Instagram, Facebook, Threads).
  • Responsibilities:
    • Draft, edit, and proofread official documents, press releases, reports, web content, speeches, social media posts, and newsletters.
    • Develop and maintain content for Ministry’s website and digital platforms ensuring accuracy, clarity, and consistency.
    • Assist in the preparation of presentations, talking points, and briefs for senior officials.
    • Coordinate with different divisions for information collation and presentation in reader-friendly formats.
    • Support public communication campaigns including scheme awareness, events, and policy announcements.
    • Work with design and technical teams to visualize content for infographics, brochures, and reports.
  • Project Work: Shortlisted applicants must present previous work samples demonstrating relevant writing and content strategy skills.

2. Graphic Designer (ग्राफिक डिज़ाइनर)

  • Educational Qualification: Bachelor’s Degree or Diploma in Graphic Design / Fine Arts / Visual Communication or related field.
  • Work Experience: 2 – 5 years of experience in graphic design, preferably in government / institutional settings.
  • Skills Required:
    • Proficiency in Adobe Photoshop, Illustrator, InDesign, CorelDRAW etc.
    • Knowledge of basic motion graphics or animation (After Effects) desirable.
    • Strong understanding of color theory, typography, layout, and design principles.
    • Ability to translate technical or policy content into engaging visual formats.
  • Responsibilities:
    • Design brochures, posters, infographics, banners, newsletters, social media creatives, and presentations as per government branding guidelines.
    • Develop visual identities and layouts for Ministry reports, policy documents, campaigns, and schemes.
    • Assist in design of event materials such as backdrops, standees, and exhibition displays.
    • Collaborate with content writers and video editors to maintain visual consistency.
    • Edit and retouch images and illustrations as required.
    • Maintain organized archives of design assets and templates.
  • Project Work: Presentation of previous portfolio demonstrating creativity, technical skills, and experience in public communication design.

3. Video Editor (वीडियो संपादक)

  • Educational Qualification: Bachelor’s Degree or Diploma in Film Editing / Mass Communication / Multimedia or related field.
  • Work Experience: 2 – 5 years of professional experience in video editing, preferably in government, public sector, or institutional environments.
  • Skills Required:
    • Proficiency in Adobe Premiere Pro, Final Cut Pro, After Effects, or equivalent video editing software.
    • Basic motion graphics and animation skills are preferred.
    • Understanding of video formats, codecs, and optimization for multiple platforms (web, mobile, TV).
    • Ability to manage multiple projects simultaneously.
    • Knowledge of color grading, sound mixing, and media compression techniques.
    • Good command of English and Hindi for accurate subtitling and voice-over syncing.
  • Responsibilities:
    • Edit raw video footage into polished final products suitable for websites, social media, and presentations.
    • Create promotional videos, event coverage clips, explainer videos, awareness films, and interviews related to Ministry programs.
    • Add graphics, subtitles, animations, sound effects, and background music as needed.
    • Collaborate with content writers and design teams to maintain a cohesive visual communication output.
    • Ensure brand consistency and adherence to government communication guidelines.
    • Maintain an organized archive of video projects.
  • Project Work: Shortlisted applicants will present a showreel or portfolio demonstrating video editing work and creativity for government or institutional communication.

Selection Process

  1. Applications shall be invited against the advertisement published by BECIL.
  2. Shortlisting will be done as per eligibility criteria for the post.
  3. Possession of prescribed qualifications does not automatically entitle candidates to further stages.
  4. The selection process includes two rounds:
    • Skill Test:
      • Content Writer and Graphic Designer – 1 hour
      • Video Editor – 2 hours
    • Interview: Candidates qualifying in the skill test will be called for interview.
  5. Preference may be given to candidates with higher marks or more relevant experience.
  6. Shortlisted applicants will be informed via email or phone call for interview/assessment.
  7. Final results will be published only on BECIL’s official website. No interim updates will be released.
