Eligibility Criteria

• Applicant must be a retired Government servant from DoT or any other Central/State Government Departments or from PSUs such as BSNL, MTNL, ITI, TCIL or from a Research Organization.
• Should have held a minimum substantive grade of Level-6 of the 7th CPC or equivalent IDA scale.
• Retired persons under VRS-2019 from BSNL/MTNL are also eligible.
• Applicant’s age must be less than 64 years as on the last date of application.
• Computer literacy is mandatory.
• Candidate should have adequate telecom domain knowledge in Basic Telecom, Network Security, Mobile Technologies, NGN, Computer/Data Networks, Administration, etc.

Remuneration and Benefits

• Monthly consolidated fee/remuneration payable to retired Government servants shall be as per Department of Expenditure OM No. 3-25/2020-E.III A dated 09-12-2020 and subsequent amendments.
• For retired PSU employees (BSNL, MTNL, ITI, TCIL, etc.), remuneration shall be as per DoT O.M. No. 3-10/2014-SEA-I/Fin dated 29-03-2022.
• Remuneration remains unchanged during the contract; no annual increment/percentage increase is admissible.
• No DA (Dearness Allowance) or HRA (House Rent Allowance) is applicable.
• Fixed transport allowance will be provided, not exceeding the rate applicable at the time of retirement.
• No TA/DA for joining; TA/DA on official tours will be as per entitlement at the time of retirement.
• Consultants are not entitled to telephone facilities, CGHS, medical reimbursement, staff car, or government accommodation.
• Leave: Paid leave of absence is allowed at the rate of 1.5 days for each completed month of service. Accumulation beyond a calendar year is not permitted.

Nature of Duties

Consultant may be assigned to any of the following verticals of Bihar LSA:

• Service Compliance – CAF Audit, EMR Audit, Service Testing, Roll out obligations, etc.
• Technology – Secured communication networks, time synchronization of telecom networks, disaster technology management, inspections, advocacy, public awareness, etc.
• Security – Operation & maintenance of CMS/IMS, control over illegal telecom networks, CDR/SDR analysis, etc.
• Rural – Rural connectivity for DBT, verification of OSO sites, RF coverage testing, telecom connectivity verification.
• Administration & HR – Legal, PG & Vigilance, court cases, admin activities, DDO activities, etc.

Selection Process

A selection panel will be constituted and will remain valid for a period of 6 months. Department’s decision regarding selection will be final. Suitable candidates may be called for interaction/interview.

• Consultants may have to perform outdoor duties across Bihar LSA jurisdiction.
• Confidentiality of data and documents must be strictly maintained.
• Working hours are from 9:30 AM to 6:00 PM (including half an hour lunch break). Late sitting or working on holidays may be required depending on work exigencies.
• No extra remuneration will be provided for overtime or holiday work.
• Income tax or any applicable tax will be deducted at source as per prevailing rules.
• Either party may terminate the contract with 30 days prior notice.
• Department is not responsible for any loss, accident, injury during engagement.
